Outcome of ASEAN Special Senior Official’s Meeting on Energy on 22 January 2025
LANGKAWI, 22 January 2025 – ASEAN Special Senior Officials’ Meeting on Energy was hosted by the Ministry of Energy Transition and Water Transformation (PETRA) from 22 to 24 January 2025 in Langkawi, Kedah. The first day of the meeting was attended by ASEAN delegates from Brunei, Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Singapore, Thailand and Viet Nam, while Timor Leste as an observer.
During the meeting, ASEAN delegates deliberated on the ASEAN Plan of Action for Energy Cooperation (APAEC) Post 2025 and the ASEAN Power Grid (APG) Enhanced MoU including follow up actions needed in preparation for the
officiation and signing of the documents in the upcoming ASEAN Ministers of Energy Meeting (AMEM) to be held in September 2025. Both documents are part of the energy sector’s Priority Economic Deliverables (PED) throughout Malaysia’s ASEAN Chairmanship 2025.
The meeting also discussed the draft of the ASEAN Framework Agreement on Petroleum Security (APSA) followed by a presentation from the ASEAN Centre of Energy (ACE) on the Terms of Reference (ToR) for Subsea Power Cable
Development Framework, both of which will form the essential supporting structure of the ASEAN Power Grid aspiration.
The soft launch for ASEAN Energy Meetings 2025 was officiated by YAB Dato’ Sri Haji Fadillah bin Haji Yusof, the Deputy Prime Minister and Minister of PETRA, on 13 January in Putrajaya. PETRA will also chair two (2) other key
Energy Sector meetings, namely the Senior Officials Meeting on Energy in Kuching, Sarawak, from 16 to 20 June 2025, and the ASEAN Ministers of Energy Meeting in Kuala Lumpur from 22 to 26 September 2025.
