In the scenario outlined in Section 6.20, where the MRED is greater than the total MGC due to the Green Consumer's (GC) lower energy usage (not resulting from the GC's withdrawal), the Renewable Energy Certificates (RECs) associated with the free energy will belong to the Renewable Energy Developer (RED). This free energy is part of the energy metered at the MRED, and the System Access Charge (SAC) is applicable for this free energy.
