Application Procedure for the Competency Certification Examination for Competent Electrical Engineers
Applications to sit for the examination must be submitted online through the ECOS system on the Energy Commission website
Requirements to Sit for the Competency Certification Examination
(Regulation 47, Electricity Regulations 1994 and its amendments)
- A Malaysian citizen.
- Possesses an appropriate academic qualification equivalent to a degree in electrical engineering from a recognised university or institution.
- A Professional Electrical Engineer registered with the Board of Engineers Malaysia under the Registration of Engineers Act 1967.
- Has not less than five (5) years of working experience in an environment where electrical equipment is controlled and has experience in supervising live equipment.
- Able to speak and write in the national language.
- Possesses sufficient knowledge of modern electrical engineering practices, including principles of equipment control used for generation, transmission, distribution, utilisation, protection and metering in electrical installations and efficient energy management.
- Possesses sufficient knowledge of first aid, resuscitation and treatment of electric shock.
- Possesses sufficient knowledge of the Electricity Supply Act 1990 and any regulations made under it.
New Application
1. Requirements for new applications for voltage levels from 11kV up to 33kV
- Must have not less than five (5) years of working experience in an environment where electrical equipment is controlled and must have experience in supervising live equipment.
2. Requirements for new applications for voltage levels exceeding 33kV up to 132kV
- Must have not less than five (5) years of working experience in an environment where electrical equipment is controlled and must have experience in supervising live equipment.
3. Requirements for new applications for voltage levels exceeding 132kV
- Must have not less than five (5) years of working experience in an environment where electrical equipment is controlled and must have experience in supervising live equipment.
Upgrade Application
- Upgrade requirements for voltage levels from 11kV up to 33kV
- Must possess a JEK Competency Certificate for at least one (1) year at a lower voltage level and be registered with ST.
- Must have one (1) year of work experience at the voltage level applied for.
- Upgrade requirements for voltage levels exceeding 33kV up to 132kV
- Must possess a JEK Competency Certificate for at least one (1) year at a lower voltage level and be registered with ST.
- Must have one (1) year of work experience at the voltage level applied for.
- Upgrade requirements for voltage levels exceeding 132kV
- Must possess a JEK Competency Certificate for at least one (1) year at a lower voltage level and be registered with ST
- Must have one (1) year of work experience at the voltage level applied for.

PAPER 1 - Written answers to the questions provided

Electrical Equipment
Basic knowledge, technical safety features, operation and maintenance:
- Switchgear, interrupters, fuses and isolators, rotating machines and starters, power, voltage, current, earthing, transformers, capacitors, relays, rectifiers and converters, regulators, meters, protective devices and replacements, lightning arresters, radar systems and accessories.
3. Electrical Installation
Basic knowledge, circuit diagrams, fault current capacity, safety clearances, operation and maintenance:
- Switchboards and drive panels, motors, starters and switches, main circuits, switchboards and sub-stations, top and bottom underground pipes, feeder pillars, overhead lines, maintenance, underground cables, internal wiring, street lighting and outdoor lighting.
4. Electrical System
- Basic knowledge, power system and tariffs, fault current, voltage drop, losses and load transfer, safety requirements, operation and maintenance: transmission and distribution of circuits, earthing systems and lightning protection, internal wiring, street lighting and outdoor lighting.
5. Various
Basic knowledge, safety aspects, operation and maintenance:
- Operation of power stations, on-load tap changing transformers, fire-fighting systems, busbar arrangement, motor starting and automatic transfer switchgear.
PAPER 2 - Professional Interview
The professional interview will be based on:
- The candidate’s experience and training, and the written answers provided to the questions;
Knowledge relating to the Electricity Supply Act 1990, Energy Commission Act 2001, and the Electricity Regulations 1994 and its amendments.
