Procedure For Submitting a Complaint/ Information / Disclosure (Misconduct)

Reporting Channel

A disclosure may be made through the following channels:

  • by email to integriti@st.gov.my;
  • in person to any Integrity Officer / Authorised Officer;
  • by post addressed to:
    • Head of Integrity Unit

Disclosure Details

A disclosure shall contain, at a minimum, the following particulars:

  • name, designation, employer’s name/place of employment, current designation, current address and contact number;
  • reasonable grounds for the report, including as much information as possible on the alleged misconduct, for example, the nature of the misconduct, date, time, and place of occurrence, and the identity of the person complained against;
  • details of witnesses (if any); and
  • information or documentary evidence in support of the disclosure (if any).


In general, all disclosures made under this policy shall be submitted to the Integrity Officer / Authorised Officer.

Revocation of Whistleblower Protection

ST employees or any other person shall be protected as provided under the Whistleblower Protection Act 2010 [Act 711] in relation to any disclosure of misconduct made. Revocation of whistleblower protection may only be made where the conditions set out under Section 11(1) of Act 711 are satisfied, namely where:

  • The whistleblower himself or herself has participated in the improper conduct disclosed;
  • The whistleblower knowingly made in the information/complaint/disclosure a statement which he or she knew or believed to be false or did not believe to be true;
  • The information/complaint/disclosure of improper conduct is frivolous or vexatious;
  • The information/complaint/disclosure of improper conduct principally questions the merits of government policy, including the policy of any public body;
  • The information/complaint/disclosure was made wholly or substantially with the motive of avoiding dismissal or other disciplinary action; and
  • The whistleblower, in making the disclosure or in providing further information, has committed an offence under Act 711 or under any law regulated by the Energy Commission.
