Introduction

The Energy Commission Integrity Unit was established on 2 September 2019. Its establishment was pursuant to the Instruction of the YAB Prime Minister No. 1 of 2018, Series 1 No. 1 of 2018. The Unit is one of the units under the Chairman of the Energy Commission and is overseen by the Energy Commission Integrity Committee, in accordance with the Integrity Unit Charter approved by the Energy Commission.
In support of the national aspiration for Malaysia to be recognised as a country founded on integrity and free from corruption, ST embraces this objective by fostering a work environment that upholds integrity and is free from corrupt practices. This Whistleblower Protection Policy has been developed in line with the Whistleblower Protection Act 2010. It is intended to encourage the disclosure of any improper conduct within the electricity and piped gas supply industry, including corruption and other misconduct, and ultimately to support ST’s vision of becoming a world-class energy regulator.

Objectives of The Whistleblower Protection Policy

This policy aims to:

  1. Encourage and enable ST employees, members of the public, interested parties and any external party to channel information and lodge complaints or disclosures relating to misconduct, unethical behaviour or irregularities within ST’s areas of jurisdiction, in accordance with the prescribed procedures;
  2. Serve as ST’s official channel for managing disclosures in a more responsible and appropriate manner where there are reasonable grounds to believe that improper conduct has occurred, is occurring or may occur;
  3. Facilitate the disclosure of misconduct relating to the electricity and piped gas supply industry by clarifying the reporting channels and information management processes for such disclosures, as well as the actions taken in response;
  4. Educate ST employees in cultivating a stronger culture of integrity and contributing to ST’s continuous improvement in practising sound corporate governance and enhancing the delivery of prompt, efficient and effective services; and to support ST in embedding the values of excellence, professionalism, integrity and respect in serving its stakeholders more effectively; and
  5. Provide a confidential and protected avenue for individuals who make disclosures or reports to ST in good faith against any detrimental action arising from such reporting.
